Project Veritas released undercover video of a Department of Education official describing how the agency is running a “sanctuary program” for illegal aliens and hiding secrets from Congress and DOGE by using encrypted apps.
Travis Combs, Branch Chief for Applied Innovation and Improvement at the US Department of Education, described to a PV undercover journalist how his agency uses “very strategic” tactics to stop Congress from imposing citizenship requirements on federally funded education initiatives.
“We hide it in the law…when they read through a bill, they only read sections of it. So, if you can squeeze something in somewhere, do that. We don’t say that they can, or that they should, or that they shouldn’t. We just leave it out completely [requirement for citizenship],” said Combs, a 5-year veteran of the department.

“The one nice thing about the program that I work in is that we don’t ask [citizenship] status, and we’ve been able to keep that out of our federal statute. So, we don’t ask them when they enroll what their status is,” Combs told the PV reporter.

Combs went on to explain how Department of Education employees are purposely chatting on the encrypted app Signal to hide their conversations from DOGE oversight.
“They’ve put software on our computer that tracks keystrokes…if you want to have a conversation with somebody, you do have to take it offline, but you’re not supposed to. So, everybody uses…an app called Signal now,” he said. “It’s insanity. ‘Democracy Falling’ should be the title of the movie.”
“Everybody’s like, ‘what are you going to do if they put you on leave?’ I’m like, go to the beach on the taxpayer’s dime,” Combs added.
Combs even noted that the U.S. as fallen to the “thirties and forties” compared to other nations in education ranking, showcasing the ineffectiveness of his department in improving education in the U.S.
